Controller of Site Safety (COSS)

COURSE AIM

To train staff to correctly determine their responsibilities and duties when acting as Controller of Site Safety (COSS) when setting up a Safe System of Work On or Near the Line.

NO OF DELEGATES: The maximum number of delegates is 8.

COURSE DURATION

4 Day Initial course
2 Day Recertification course

OBJECTIVE

At the end of this course delegates will be able to:

  1. Demonstrate their ability to interpret correctly relevant parts of the Rule Book, Handbooks and relevant Network Rail Specifications when acting as COSS.

Demonstrate their understanding and ability to set up a Safe System of Work before they or any group of staff is allowed to go ‘On or Near the Line’.

All delegates on the course will be required to demonstrate the giving of a safety brief.

DELIVERY

The course will be presented by trainers in the classroom using the accompanying visual aids, supplemented by trackside sessions. All delegates must be given the complete course. Other appropriate visual aids can be shown and discussed, sufficient time being allowed to answer delegate’s points.

Initial training course and recertification course cannot be delivered during the same training event.

COMPETENCE

The instructions will be followed by theory and practical assessments. Successful delegates will be recommended for assessment of competence under Employer’s Competence Management System.

ENTRY QUALIFICATIONS

  • Minimum age of 18
  • Meets the entry requirements of PTS competence
  • Good level of literacy required

PRE-COURSE REQUIREMENTS

Must hold a valid Sentinel Track Safety Card and meet the requirements of NR/L2/CTM/021 – Competence and Training in Track Safety.

Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements

In addition the requirements of Network Rail Specification NR/L1/OHS/051 (Drugs & Alcohol) must be met.

It is the responsibility of delegates’ Local Manager to decide upon their suitability to attend this course, in accordance with the current issue of NR/L2/CTM/021 – Competence and Training in Track Safety.

Sponsor must confirm suitability of delegate to be trained as COSS by completion of COSS pre- training behavioural evaluation form and registered with Sentinel.

Note – COSS pre-training behavioural evaluation forms shall not be taken to training event.
